At the heart of PharmAccess are the activities branded under SafeCare. SafeCare is an IEEA accredited standards-based approach for measuring, improving, and recognizing the quality of healthcare services in resource restricted settings. From primary healthcare facilities in Kenya to the district hospital in Nigeria, with SafeCare it is possible to measure healthcare services against a set of internationally recognized standards. Based on these standards, SafeCare also provides the tools, instruments, and methodology that can be used by partners, governments, and healthcare providers to improve the services they provide for people. Since its successful launch in 2010 and having reached over 14 African countries and 7000 healthcare facilities, we are ready to further expand our standards-based approach to more countries through our partner model.

SafeCare's strategy relies on external (licensed) partners within the public and private sector, using the SafeCare methodology to support health facilities within their network, county or reach. The partner model is a key pillar of expanding our impact sustainably and making inclusive health markets work.

SafeCare’s transition towards sustainability includes a service delivery model where license partners reach out to (self-paying) facilities and perform assessments themselves. The SafeCare team focuses on capacity building and a business approach to further build the partnership with existing and new license partners. The Operations Manager has a key role in the successful implementation of SafeCare services in collaboration with our partners.

 

The Role

 

The post holder plays a critical role in major operational and strategic decisions for the organisation, while demonstrating the organisation’s values.  It is the responsibility of the Operations Manager to ensure that SafeCare's operations in Nigeria function efficiently. The Operations Manager is primarily responsible for coordinating the day-to-day operations to ensure optimal efficiency and effectiveness of the SafeCare programs and products offered to public and private (license) partners, as well as alignment of SafeCare activities with other PharmAccess services. In addition, the Operations Manager:


Oversees the activities of license partners.

Supports the SafeCare Director in the development of SafeCare’s strategic goals and objectives.

Implements, evaluates, revises, and achieves performance outcomes of SafeCare’s Strategic Plan, specifically as it relates to license partners and PharmAccess programs including MomCare and MCF

Monitors and maintains accurate SafeCare performance metrics prepares reports on the same to the SafeCare Director monthly. 

Contributes to the creation of a workplace culture of purpose, and results, ensuring collaborative, strategic, and values-based decision-making that results in high team morale, cross-departmental engagement, and effective customer service.

Specifically, the Operations Manager will be responsible for:


Operations Management:

Develop and monitor annual work plans in consultation with Institutional Partnerships Manager, Quality Manager, and license partners (LP).

Coordinate the SafeCare work plan for activities such as the technical assistance for license partners, assessment validation, M&E audits, quality and business training, and newly developed products.

Coordinating Medical Credit Fund & SafeCare technical assistance activities carried out by LPs.

Aligning SafeCare activities and strategies with activities and products of the other PharmAccess business lines such as Medical Credit Fund, MomCare and Innovative Care Models

Prepare and coordinate quarterly performance meeting with license partners

Ensure high quality standards are maintained and high levels of satisfaction are attained for both internal and external clients.

Represent PharmAccess in project coordination meetings and project review meetings internally and with partners and key stakeholders that are relevant to SafeCare.

Continuously improving efficiency and effectiveness of SafeCare operations

 

Program planning, monitoring, evaluation, and reporting:

Execution of excellence in the translation of approved projects into operational plans to guide the implementation of activities within agreed terms.

Set and regularly review departmental KPIs and ensure that all KPIs are regularly monitored and discussed.

Usage of tracking systems (e.g. dashboards) to track key performance areas on a monthly basis; use data to inform decision-making and allocation of technical resources.

Use data insights to ensure the targets are reached and relevant strategies adopted.

Coordinating review meetings for the SafeCare Team to facilitate reporting on achievements, sharing of experiences, and planning for subsequent activities.

Providing input on developing, implementing, and continuously improving planning and monitoring tools and coaching SafeCare staff on how to utilize the tools.

Prepare and submit periodic reports to all relevant stakeholders, including reporting to the SafeCare Director concerning project implementation status.

Managing reporting timelines and turnaround time for program deliverables

Ensure timely and quality project management and donor reporting.

Input into the overall organizational strategic planning process through the development of recommendations, proposals, and other elements as directed.

 

License Management:

Coordinate training of license partners

Ensure each license partner develops SafeCare business development strategies and work plans with a particular focus on achieving SafeCare’s objectives of increasing the reach and improving clinical and business outcomes of providers.

Establish robust, effective performance management of license partners, providing guidance and initiating corrective action where needed.

Coordinating reporting and review meetings with license partners to facilitate reporting on achievements, sharing experiences, and planning subsequent activities.


Business Development

Work closely with the SafeCare Director to identify and respond to new business development opportunities with potential license partners, provider networks and donors.

Work closely with the license partners to identify opportunities and onboard new health providers. Support partners to develop high-quality proposals.

 

Budgetary Input:

Ensure that SafeCare’s programs (and activity, donor, and other) budgets are accurate, well monitored, and fully compliant with internal PharmAccess financial requirements.

Review and track budgets for SafeCare expenditure per activity plans

Providing input on business and donor propositions

Tracking Licensee Partner’s revenue

 

Collaboration and Organisational Management

Work closely with the SafeCare Director and the Business Development Lead in Amsterdam to inform marketing plans and ensure appropriate technical support is provided to license partners to increase reach to providers and improve license partner return from investing in the SafeCare business. 

Work closely with the Capacity development team on matters relating to training, quality assurance, and management of medical issues to ensure high quality and credible assessments are achieved and maintained by all license partners.

Foster strong working relationships with other PharmAccess teams (including MCF, ICM Finance, and HR& Admin) to ensure they provide appropriate support and guidance to the program.

Support positive engagement with external stakeholders and ensure effective SafeCare representation with license partners, donors, project partners, and other stakeholders.

Qualification & Requirements

Relevant health related degree with at least 8 years proven experience

Excellent knowledge of the context of the Nigeria health sector

Excellent organizational planning and coordination skills.

Excellent communication skills including writing, oral, and presentation skills in English; the ability to communicate, professionally, and diplomatically, both verbally and in writing, excellent listening skills; ability to communicate technical information to non-technical personnel, negotiating and influencing; Excellent facilitation skills.

Strong interpersonal skills – positive attitude, ability to interact professionally; Respectful, courteous, patient, and sensitive to cultural and personal differences with staff and external stakeholders. Demonstrated ability to network and communicate with a variety of stakeholders and liaise with colleagues from different programs.

Proven leadership skills, with great decision-making and conflict resolution skills.

Strong critical thinking/analytical skills and organizational skills 

Excellent problem solving skills.

Numerate with the ability to apply Key Performance Indicators to drive performance management of the SafeCare business; Ability to transform data into actionable, strategic decisions; Actively uses data/evidence to inform decisions.

Excellent ICT skills (including proficient use of Microsoft Office suite), proficient in the use of QI-related data management and display demonstrable numerical and budgetary skills, including preparing fundraising budgets.
