Our activities focus on Sub-Saharan Africa. The head office is located in Amsterdam, with country offices in Kenya, Tanzania, Ghana, and Nigeria.
About the role
The Project Manager (located in Amsterdam) plays a central role in driving execution and coherence across PharmAccess’ multi-country programs. You coordinate structured execution across projects, ensure alignment between delivery, budgets and timelines, monitor performance and risks, and enable coordination across teams and functions.
You will work closely with solution leads (Amsterdam), program directors and project managers in Kenya, Ghana, Tanzania, and Nigeria, as well as the innovation team (content experts, data analysts, and engineers across locations). In addition, you will coordinate with finance and legal teams to ensure compliant, timely, and effective implementation.
This role requires someone who brings structure, ownership, and clarity in a dynamic and multi-stakeholder environment, and who is comfortable navigating complexity across geographies. The role is part of the Global Innovation Pool and reports to the Director of Operations in Amsterdam. Our work focuses on non-communicable diseases (hypertension & diabetes), maternal and child health, and epidemic preparedness, with a strong emphasis on unlocking the value of healthcare data to strengthen health systems.
Key responsibilities
1. Drive program execution and delivery (core focus) – 30%
Ensure projects are delivered on time, within scope and budget across multiple countries
2. Strengthen cross-country coordination and alignment – 10%
Serve as coordination point between Amsterdam and country teams, monitoring stakeholders, and timelines
- Foster a collaborative and accountable team culture across geographies
3. Own financial oversight and donor compliance – 20%
Lead budgeting, forecasting, and financial monitoring in collaboration with finance and country teams
- Ensure compliance with donor requirements and internal policies
- Support contracting, grant management, and reporting processes
4. Manage risk and complexity – 20%
Identify, assess, and mitigate programmatic and operational risks
- Escalate critical issues with clear recommendations and proposed solutions
- Bring structure to ambiguity and shifting priorities
5. Enable performance tracking and decision-making – 10%
Maintain a clear overview of OKRs, KPIs, and project performance
- Prepare high-quality reports for donors, management, and partners
- Translate data and insights into actionable recommendations
6. Communicate and influence stakeholders – 10%
Communicate progress, challenges, and lessons learned across teams
- Build strong relationships with internal and external stakeholders
- Support leadership in resolving cross-cutting challenges
Qualifications
Experience:
Skills:
Strong program and project management skills, including:
Structuring and planning of complex programs (workplans, milestones, dependencies)
- Tracking delivery and holding teams accountable to agreed outputs
- Proactive risk and issue management, including mitigation and escalation
- Financial management, including budgeting, forecasting, and spend monitoring
- Monitoring and evaluation of program performance (e.g., OKRs, KPIs, donor reporting)
- Demonstrated ability to navigate complexity, prioritize effectively, and make decisions under uncertainty
- Excellent stakeholder management skills, with the ability to influence without direct authority
- Strong analytical and problem-solving skills, with a structured and pragmatic approach
- Familiarity with project management methodologies (e.g., Agile, Lean) is a plus
- Willingness to travel (~25%) to PharmAccess country offices in Africa
- Fluency in English; Dutch is an asset [Pv4]
Eligibility criteria:
Candidates must be eligible to work in the Netherlands (EU work authorization or a valid Dutch work visa is required).

For this challenging position at our office in Amsterdam, within a dynamic international working environment, we offer good employment conditions and a competitive salary. It concerns a full-time position of 40 hours per week.
In addition, PharmAccess offers a collective pension scheme, a collective health insurance plan, and 25 vacation days per year based on full-time employment. We value personal interaction; therefore, we preferably work together at the office on Mondays, Wednesdays, and Thursdays.
